History
Jeff Herren founded J.L. Herren & Associates, P.C. (Herren Associates) in 1989 to provide industrial engineering and management services to the Federal Government, specializing in advanced statistical methods, process design, and production management. The company's first engagements involved working with the Federal Government to quantify pricing uncertainties involved in complex MILSPEC system integrator proposals. Herren developed technical evaluations and business cases analyses to justify the investment in large-scale procurements of display and data processing technology used on combat platforms afloat, as well as military bases ashore, for a variety of tactical air, sea, and land applications.
In 1991, Herren Associates received a contract with the Department of Navy (DoN) to provide systems engineering and technical advisory services to the newly established Computer Open Systems Implementation Program (COSIP). Herren Associates’ industrial engineers assembled a comprehensive portfolio of commercial hardware and software solutions to meet existing military requirements. Herren helped define the foundation for the multi-billion dollar procurement of combat systems display workstations. These supported larger and more complex weapon, sensor, and related combat systems over the course of the following decade.
By 1998, the rapid strategic shift in federal acquisition reform presented opportunities for Herren Associates. Its team of industrial engineering consultants identified ways to leverage industry investment in commercial technologies and reduce total ownership costs. Herren began to expand its program analysis and cost engineering services into turn-key program acquisition and performance management solutions.
Since then, Herren Associates has expanded its customer base to provide engineering and management consulting services to a wide range of defense programs, civilian agencies, and foreign militaries commercially-based open system technologies for applications such as command and control, target acquisition and tracking, weapons control, ballistic missile defense, anti-submarine warfare, battle-group communication, and airborne surveillance and control. In 2003, after more than a decade of successfully managing the integration of complex commercial-based technologies into military combat systems, Herren Associates’ consultants began supporting the Navy’s Enterprise Resource Planning (ERP) Program. This is the largest SAP integration for DoD, and among the largest globally. Our focused strategy of results-oriented advice to large defense and federal organizations on analytical solutions resulted in a prime contract award in 2009 to provide a full range of Program Management Office support services to the Navy ERP Program.
As Herren Associates continues to grow rapidly, we continue to focus on transforming business operations while driving enterprise-wide efficiencies within the public sector. Herren has expanded beyond its Washington, DC offices to include new locations in Arlington, VA and Annapolis, MD. Since its founding, Herren has served more than 250 clients to both public and private sectors.
