Jeff Herren - CEO
Mr. Herren has over 25 years of experience in the Defense industry, advising clients and senior management on the complexities involved in the acquisition, engineering, and cost estimation of large-scale combat system electronics and information systems for Major Defense Acquisition Programs (MDAP). Mr. Herren has assisted multiple programs in the management of multi-year procurements, review of highly complex system integrator proposals, and development of budget and long-term investment plans presented to senior-level Department of Defense (DoD) officials. As CEO, Mr. Herren has earned a reputation for partnering with clients to deliver measurable results. Mr. Herren holds a Masters of Business Administration with a concentration in Finance from The George Washington University School of Business and a Bachelor of Science in Industrial & Systems Engineering from Mississippi State University. Additionally, Mr. Herren is a licensed Professional Engineer (PE) in the Commonwealth of Virginia.

Jeff Voth - President
As president of Herren Associates, Mr. Voth leads the company’s business serving the federal government in national defense, health care, energy, environment, and citizen service markets. Mr. Voth joined Herren Associates in 1998 and over the course of his career has become a recognized leader advising clients in the areas of federal acquisition and energy reform. He has authored several articles and symposium presentations, including publication in the Journal of Naval Engineering outlining solutions to address increasing power demands for future weapon systems by optimizing commercial electric energy storage and drive systems. An alumnus of the Harvard Business School, Mr. Voth has also completed graduate programs in legislative studies at Georgetown University’s Public Policy Institute. As a member of the National Solutions Council at the Rocky Mountain Institute, Mr. Voth is actively involved in research projects and the support for key policy reforms to further enable energy efficiency and expand the adoption of renewable energy sources.

Peter Banfield - Senior Vice President
Mr. Banfield is Senior Vice President in charge of corporate development and strategic markets for Herren Associates. He is a recognized leader in organization transformation using operations excellence and continuous process improvement solutions. As a management consultant and executive advisor, Mr. Banfield led the design and development of large scale government transformation programs in federal Civil and Defense sectors, functioning as a senior executive advisor for two agency-wide modernization and business transformation efforts. Prior to joining Herren, he was an executive leader with three top tier global management consulting firms responsible for the development of people, capability, and business transformation solutions with clients including – Internal Revenue Service, Social Security Administration, U.S. Air Force, U.S. Army, British Petroleum, Pacificorp, Adaptec Inc., Habitat for Humanity, Environmental Protection Agency, Defense Logistics Agency, Center for Disease Control and others. He currently serves on the board for the non-profit Voiceless Children. He graduated with a Bachelor’s from the University of Southern California, and completed master's studies in Leadership and Organization Behavior at Brigham Young University. He is a certified Lean Six Sigma Master Black Belt and author-lecturer on enterprise level organization systems design and continuous process improvement methods.

Kim Barker - Principal
As the Principal Lead across the company's solutions, Ms. Barker aligns Herren Associates’ people and processes to deliver value and capability to clients with the goal of business systems optimization. She currently leads the company’s recruiting, human resources, and competency and employee development initiatives. Ms. Barker joined Herren Associates in 2000 and has eleven years of technical and engineering experience managing the acquisition of commercial technology, IT, and engineering services for multiple Navy program offices, focusing on highly complex system integration, management, and decision analysis. She has led all areas of planning, programming, and budget execution, with particular focus in the areas of strategic planning and analysis required for accomplishing program milestones and goals to enable Navy leadership in the decision making process. With honors, Ms. Barker graduated from Virginia Tech with both a Bachelor’s in Industrial & Systems Engineering and a Master’s in Business Administration.

Dr. Frank Purdy currently serves as the Program Manager for a $33.4M Navy Enterprise Resource Planning (ERP) contract, one of the Federal Government's largest ERP implementations. Dr. Purdy is a recognized expert in organizational transformation using corporate innovation and cost reduction strategies along with his breadth of experience in delivering exceptionally successful management, organization, and technology transformations across defense, law enforcement, and intelligence sectors. Prior to joining Herren Associates, he was a Strategic Advisor to executive leadership at FBI Headquarters and has served 20 years on active duty as a senior Naval officer. Dr. Purdy graduated from Le Moyne College with a Bachelor's degree in Business Administration and Penn State University with dual Master's degrees in Business Administration and Public Administration. Additionally, Dr. Purdy has been awarded a Doctorate in Strategic Leadership from Regent University.
Ms. Stencil is a director with Herren Associates' Defense Sector Enterprise Programs Team. She is a member of the first class to graduate men and women from the U. S. Naval Academy, followed by a career that spanned 23 years before she retired as a Navy Captain. Among her assignments, she became the first Director of the Chief of Naval Operations Executive Decision Making Office (EDMO); was Senior Military Assistant to the Director of the Navy Staff for Operations, Navy; Deputy Director of the Navy's Working Capital Fund; Deputy Director of the Navy's Civilian Resourcing; Senior Military Deputy to the Deputy Under Secretary of Defense for Industrial Affairs and all Defense Installations; Director of Protocol for the Secretary of Defense; had Command of a Navy Recruiting District. For 1998, she was elected to the Board of Directors for the Navy Federal Credit Union, the largest credit union in the world. After the Navy, Ms. Stencil focused on small businesses -- delivering program, financial, and executive management. She has over 30 years experience in writing and policy research with a portfolio of work in areas ranging from the Global War on Terror to Katrina Oversight. Her post-graduate studies included the University of California, Long Beach, the Naval Post Graduate School in Monterey, as well as the National War College in Washington, DC, with progress towards her MBA, plus earning two Master's of Science degrees.

Mr. Anderson has worked extensively with the Navy, leading Anti-Terrorism/Force Protection (AT/FP) programs and the development of Naval Fires Network (NFN) multi-intelligence sensor fusion systems. Mr. Anderson's efforts to significantly improve Naval Time Critical Strike (TCS) were demonstrated during U.S. Atlantic Command's Joint Experimentation Campaign Plan focusing on developing new concepts in Naval Warfare to supporting initiatives to implement Joint Vision 2010. Mr. Anderson graduated from the University of Mary Washington with a Bachelor’s in Computer Science and was a member on the commissioning crew of the first AEGIS Guided Missile Cruiser, USS TICONDEROGA (CG 47).
Mr. Wales is a Director at Herren Associates, serving the Federal Government in national defense and inter-agencies. Prior to Herren Associates, Mr. Wales had 27 years experience in leadership and management as a Senior Enlisted and Commissioned Officer with the U.S. Navy where he gained in-depth experience as a qualified Joint Interface Control Officer (JICO) in C5I, Tactical Data Links (TADIL), Maritime Domain Awareness, and Missile Defense systems, programs, and operations. Mr. Wales is a subject matter expert in these areas, having extensive experience and an in-depth understanding of Naval operations, techniques, training, procedures, and systems. He has also been extensively involved with systems engineering, fleet readiness, modeling and simulation (M&S), and information assurance (IA) matters and is able to apply his significant project management experience to the implementation of information technology solutions. Mr. Wales has in-depth knowledge of international maritime technology and policy issues and has been a guest speaker in both Western African and Persian Gulf multinational forums. Additionally, he has a Master's degree in Management Studies from the University of Oklahoma.
Mr. Kantner joined Herren as a Director in early 2009. Within the Department of the Navy (DoN) Chief Information Office, he was the DoN's first Knowledge Management (KM) Team lead and subsequently served as a KM Director at the Naval Personnel Development Command, where he led the standup of Navy Knowledge Online (NKO). In his next assignment, he gained approval for, and guided the standup of, the Navy Medicine Manpower, Personnel, Training, and Education Command incorporating on-line learning, career management, community, and knowledge tools for 45,000 sailors. He has consulted on Enterprise IT for a Canadian Utility and is currently the Benefits Realization Coordinator for the Navy ERP Program. Mr. Kantner is an accomplished speaker on transformation and an expert on systematic approaches to training. He is a graduate of the United States Naval Academy and has taken graduate courses at Penn State and George Washington University.
